1. As a first step, the regularization measures shall apply to all citizens who will be 27 years of age and older by December 31, 1999, with the exception of anyone declared absentee or granted a draft deferment. Status consideration for individuals granted a deferment shall be examined on a case-by-case basis.

2. In this respect, Algerian citizens living abroad and not registered are invited to do so at their local Algerian diplomatic or consular representation and thereby become eligible under such measure of regularization of their status vis-à-vis the National service.

3. Without prejudice to exceptional or emergency situations, which shall be dealt with accordingly, status adjustment shall take place over the year 1999 and shall be implemented chronologically and by age category, with the proviso for concerned citizens that they adjust their administrative status.

4. Citizens concerned by such regularization measures shall be informed through the media to get in touch with the National Service Offices attached to their local diplomatic or consular representations, in order to get their national service status adjusted or to obtain the necessary supporting documents thereof.

5. The second step shall apply to citizens who will be younger than 27 by December 31, 1999, and whose status regularization shall take place in the course of the year 2000. Candidates shall be informed in due time through the media to undertake the necessary steps for their status adjustment.

6. In order to insure a smooth operation, citizens are reminded of their obligation to respect any schedules and procedures made public through statements or communiqués issued by the National Service Office, thereby helping to implement the necessary formalities before status regularization.

The Ministry of National Defense made public yesterday (6-02-99) the following press
release:

As a complement to the press release of May 30, 1999 on the implementation of decisions by the President of the Republic for Algerian citizens subject to the requirements of the National Service, the Directorate of National Service invites students born between November 2, 1959 and December 31, 1960 to get in touch, as appropriate and at the dates
indicated below, with the relevant National Service office or the local diplomatic or consular representation to complete the necessary formalities for regularization of their status vis-à-vis the National Service:

- June 5-10, 1999 for students living in Algeria:
- June 8-12, 1999 for students living abroad.
